Diablo, the Lord of Terror
Diablo has won and has ruled from Westmarch’s throne for about seven years; to him, Sanctuary is only a waypoint toward invading the Heavens. This time he is in the story from the start and gets far more lines, including one Joe Shely read at the panel: “Not even death can save you from me.”
Your relationship with him develops across the whole game. He is neither redeemable nor misunderstood, but Jennifer Hepler says he picked up subtlety from Mephisto and wants to control you. The game also shows his rise to power.

The Heir to Westmarch: your character
You are the Heir to Westmarch, next in line to rule a kingdom Diablo has turned into an outpost of Hell. Unlike Diablo IV’s Wanderer, you fight for your own homeland. A mysterious bond makes you dangerous to Diablo but also open to his influence, and the story really begins when you learn you can enter his Terror Realm and survive.
Gender, looks and background are independent of your class; character creation has not been shown yet.

The former Sister of the Sightless Eye
A former Sister of the Sightless Eye, the order from Diablo II, is one of two caravan members Blizzard has named so far. Her name, backstory and role are unannounced, and what “former” means for her is open.
The stranded Treasure Goblin
Usually you chase Treasure Goblins; this time you get to know one: a stranded demon driven by treasure, seeking a new purpose in a world where greed has lost its point. The campaign reveals why he joins you and what role he plays against Diablo.
Tiffany Wat gave his name at the panel; Windows Central spells it “Zarg.” The spelling is not official, and Wat said the name may not be final.

The survivors in your caravan
The towns are destroyed, and few people survived. Anyone you meet can join your caravan as a vendor, craftsperson or companion; a jeweler, for instance, brings their wagon along. There are no roadside quest givers: every side quest grows out of these people’s personal stories and gives you something to lose.

The Dread Commanders
Beneath Diablo rule the Dread Commanders: humans he corrupted who, according to Blizzard, now rival the powers of Hell. Each twists their region into a hell of their own, which the team calls “terror-forming.” Jennifer Hepler cited a Dread Commander of Undeath whose land teems with zombies. None has been named yet; see gameplay.

Diablo’s cults
Almost every survivor has bowed to Diablo or joined his cults. Those who resist end up in the Terror Realm or in soul cages. No cult names or leaders have been revealed.

The Heavens and an ally among the angels
The Heavens are no refuge: their indifference hurts Sanctuary nearly as much as Diablo’s assault, and the teaser shows crucified angels before a burning Westmarch. Still, you are meant to find an ally among the angels and make humanity a party of its own in the Eternal Conflict. The ally’s identity is still open.

The developers on the characters
“Diablo is Diablo. He’s the Lord of Terror. He’s not redeemable. He’s not misunderstood.”
“You aren’t a fixed character. This is not Nathan Drake. This is still an ARPG.”
“Your vendors, your craftspeople, everyone who is part of your journey are survivors. These are the people you’re fighting to protect and the source of all your side content.”
“There are glimmers of hope. They live in the Caravan and the stories we’re going to be able to tell there.”
