"The situation in Dogtown (as it is called by the local inhabitants) is complex in nearly every aspect. From an economic perspective, the entire district demonstrates enormous potential for development. Assuming that legal matters pertaining to land ownership and real estate would be settled and the current residents relocated, a whole new world of opportunities would become available. One of them would certainly be a return to the vision of creating hubs for entertainment (casinos, hotels, restaurants) and business (tech and conference centers). Acquiring rights to the land use plans of the time and architectural blueprints should not pose a problem. The remaining military infrastructure still present beneath Dogtown's surface is separate issue. The majority of military installations belong either to corporations or are subject to various confidentiality clauses that prohibit any form of interference. In practice, this results in near-total paralysis in business and construction decisions - according to our experts' estimates, underneath most of Dogtown lie bunkers, laboratories, warehouses, air-raid shelters, tunnel networks for transport and evacuation as well as so so-called "classified operations facilities" whose location, purpose and ownership are a big fat question mark for us.
Politics is a another issue in the area - the level of actual influence of the ruling BARGHEST group and their connections to Night City's big players and, for example, the NUSA, is not entirely clear to us (...)"
NOTE: Check "Classified operational facilities." Let's try deep scans - maybe we'll intercept the remnants of some signatures. All we need is one active connection and we'll come pay them a personal visit.
