DEPARTMENT OF CORRECTIONS
REAPER COMPLIANCE CHIP
Authorized Use Guidelines (Revision 4.7)
“When lives are on the line, call the Reaper.”
PURPOSE
Designed in a partnership with Militech, The Reaper Compliance Chip (RCC), also known colloquially as a “Reaper”, is an inmate management technology intended to protect correctional personnel, inmates, and prison infrastructure during extraordinary security events.
Reapers are currently deployed in Night City Prison under a trial period, in response to the recent escalation in riots and inmate containment failures that have resulted in considerable loss of life. Installed exclusively in inmates designated at threat levels Severe and Extreme, the RCC provides authorized personnel with the ability to immediately neutralize an inmate whose actions present an imminent threat.
Activation of an RCC results in an instantaneous incapacitation through a direct neuroelectric charge, ceasing all spinal cord functions, followed by a “kill shot” targeting the subject’s brain stem, which ceases all respiratory and cardiac functions.
RCCs should only be activated as a last resort, when all other containment and forced compliance methods have failed.
AUTHORIZED ACTIVATION
Personnel are authorized to activate an inmate’s Reaper Compliance Chip if the inmate:
- Poses an immediate threat of death or bodily harm to correctional staff.
- Poses an immediate threat of death or bodily harm to another inmate.
- Initiates or assists in an escape or attempted escape.
- Gains unauthorized access to a restricted area.
- Attempts to assume control of any automated prison security system.
- Instigates or participates in any actions or behaviors indicative of a riot.
- Fails to comply after being given three (3) direct orders.
The Reaper Compliance Chip is a safeguard, not a disciplinary tool. Personnel are expected to exercise sound judgment and act decisively. But remember, every second you wait could mean another life lost.
