You've unlocked the Relic perk tree. To access the abilities it has to offer, you will need to acquire Relic Points, which are unique to only this perk tree. These can be found at Militech Data Terminals scattered around Dogtown. Dataterms will appear on your map when you get near them. By downloading old Militech operational data and combat logs, you will earn a Relic Point that can be spent in the Relic perk tree.
