Located in Arroyo, Santo Domingo, Night City Prison serves as the NCPD’s primary maximum-security penitentiary, housing many of the city’s most violent offenders. Under the uncompromising leadership of Warden Momma Warsaw, the facility has earned a dark reputation for its oppressive atmosphere and authoritarian belief that fear succeeds where rehabilitation fails. For anyone inside these walls, inmate or visitor, every movement is scrutinized and every infraction carries consequences.
One of the prison’s most controversial practices is braindance therapy, a type of rehabilitation that forces inmates to relive simulations of violence, loss, and death inspired by the crimes they committed. Although intended to evoke genuine empathy, guilt and regret, the program has shown a tendency to leave inmates psychologically shattered rather than rehabilitated. It is considered the primary cause of the prison riot of 2077.
During a facility-wide blackout, Arturo, a civilian braindance tech, altered the prison’s braindance experiences to show peaceful memories and idealized lives. This unexpected change proved catastrophic. Thirteen inmates took their own lives, unable to cope with these glimpses of freedoms they would never know again. Those suicides triggered a days-long riot that claimed the lives of dozens of inmates and multiple prison guards.
In the riot’s aftermath, Warsaw authorized sweeping security reforms. The most dangerous inmates were implanted with new Reaper Compliance Chips, allowing guards to remotely execute violent offenders and instigators before chaos could spread. Maximum Security blocks were restructured to isolate high-risk prisoners, cooperation with MaxTac was expanded, and braindance rehabilitation programs were intensified. Even in Night City, there are few places where hope dies faster than inside the walls of Night City Prison.
