To craft an item, you'll need the Crafting Spec for it as well as the necessary components.
Crafting Specs can be purchased at vendors or found in loot. A Crafting Spec's color indicates the Tier of the item you're crafting. You can craft weapons, weapon mods and attachments, quickhacks, consumable items, combat gadgets, ammo and even other crafting components.
You start the game with a set Tier 1 and Tier 2 Crafting Specs for weapons and weapon attachments as well as all Crafting Specs for ammo and components.
Crafted weapons have fixed stats and a fixed number of mod slots.
Whenever you acquire an Iconic weapon, you can immediately upgrade it to next Tier, provided you have the necessary components. Upgrading a weapon increases its stats. Iconic weapons cannot be upgraded after reaching the highest Tier.
