Bill is the epitome of mediocrity. He has mediocre dreams, mediocre needs and his overall life is pretty, well... mediocre. His attempts to break out of mediocrity are plain to see. He joined the NCPD because a friend said he should and Bill never learned how to say "No." Bill's mediocrity turned out to be exactly what the NCPD was looking for.
At work, Bill met his love, muse and confidant - Stella. Occasionally, they manage to time their shifts so that they can spend an evening together in their small unit in a megablock. Bill then looks at Stella and ponders, "Am I good enough for her?"
