NCPD officers like to close the book on most cases as quickly as possible. They come across a dead body in a dark alley with multiple gunshot wounds to the head and torso, they call it a suicide. People die violent deaths in Night City every day, but rarely will the police classify these as "murder".
The statistics at the NCPD station in Pacifica painted too grim (read: realistic) a picture, so the city shuttered it overnight. Today, the station serves those who never made it into official police statistics, but who are certainly more than deserving.
